Toilet training works when a child is developmentally ready, and readiness is a set of observable skills rather than an age. Starting before those skills are present reliably makes the process longer, not shorter, which is the single most useful finding from the research and the opposite of what pressure from nurseries, relatives and comparison usually produces.

Readiness signs

Most children show readiness somewhere between 18 and 30 months, but the range is wide and the signs matter more than the month. Readiness spans three areas, and a child generally needs signs from all three rather than one.

A workable sequence

The steps below are the conventional child-oriented approach. It is deliberately unhurried, because the strongest predictor of difficulty is pressure, and resistance once established takes considerably longer to resolve than waiting would have taken.

Common obstacles

Constipation is the single most common derailer and is frequently missed. A child who has had one painful bowel movement will withhold, which makes the next one harder and more painful, establishing a cycle that presents as refusal to use the potty. Treating the constipation usually resolves the training problem, and no amount of encouragement will work while it persists.

Regression after a period of success is normal and usually situational: a new sibling, a house move, starting nursery or an illness. It is generally short-lived and responds to a calm return to the earlier stage rather than to increased pressure. Bedwetting is a separate matter entirely, common up to age five and not usually assessed as a problem before then.
